Office of Rail and Road

The Office of Rail and Road protects the interests of rail and road users, improving the safety, value and performance of railways and roads today and in the future. We are responsible for ensuring that railway operators comply with health and safety law. We regulate Network Rail’s activities and funding requirements, regulate access to the railway network, license the operators of railway assets and publish rail statistics. We are the competition authority for the railways and we enforce consumer protection law in relation to the railway. We are also responsible for monitoring Highways England's management of the strategic road network – the motorways and main 'A'​ roads in England.
